Instructions :

Soak 1 pound black beans overnight in water to
cover by 2 inches. (To quick-soak: Combine beans with water to cover
by 2 inches in saucepan. Bring to boil; boil 2 minutes. Cover and
let stand 1 hour.) Drain. Transfer beans to Dutch oven with 7 cups
water and ham hocks. Bring to boil; reduce heat, cover and simmer 30
minutes. Add 2 teaspoons salt; cook covered until beans are tender,
30 minutes more.

Heat oil in skillet over medium-high heat. Add
beef and brown, stirring to break up meat. Chop onions, carrot and
red bell pepper and add with 1 teaspoon salt; cook, stirring, 10
minutes. Stir in chili powder, garlic, cumin and ground red pepper;
cook 1 minute.

Remove ham hocks from Dutch oven. If beans are
soupy, remove 1 cup liquid. Add beef mixture to beans and simmer 10
minutes. Serve, if desired with diced tomato and sour cream for
garnish.
