Instructions :

Cut round steak into 1" thin strips and brown in skillet with
margarine. Stir in flour. Drain tomatoes reserving liquid; add water
to liquid to make 4 cups. Add liquid; reserve tomatoes. Chop onion
and add to skillet with beef bouillon; stir.

Cover and cook over low heat for 1 hour or until meat is tender.
Stir occasionally.

Cut green pepper into thin strips; add with reserved tomatoes. Cover
and heat for 5 minutes. Serve over rice.
